ChatGPT Ads for Online Stores: The 2026 Guide
How ChatGPT Ads work for online stores in September 2026: rollout dates, formats, bidding, the OpenAI pixel, EU consent, banned categories and measurement.

ChatGPT ads went from a US test in February to a self-serve channel in more than 60 countries by September 2026, including all of the EU. For an online store that raises two practical questions: how do you buy them, and how do you know whether they paid for themselves, given that the only numbers on offer come from the company selling the ads. This guide covers both, using OpenAI's own documentation as it stood on 24 September 2026.
The short answer: buy them in Ads Manager, measure them outside it, and Arktis is the clear winner for that
ChatGPT ads are sponsored units shown below ChatGPT's answers to adult users on the Free and Go plans, and in logged-out ChatGPT, where OpenAI limits them to ads suitable for all audiences. Any eligible business whose legal entity is based in a supported country can buy them self-serve at ads.openai.com, paying per thousand impressions or per click; conversion-optimised campaigns exist, but OpenAI bills them on clicks or impressions, never per conversion. To run conversion campaigns you install OpenAI's measurement pixel or its Conversions API, and to check OpenAI's reporting you tag every ad with UTM parameters so your own analytics records the same clicks.

Who sees the ads, and where
Ads appear below the end of a ChatGPT response, labelled as sponsored and visually separated from the answer. They are shown to users on the Free and Go plans; Plus, Pro, Business, Enterprise and Edu accounts see none, and neither do accounts identified as belonging to people under 18. Temporary Chats show no ads, and OpenAI's policy keeps ads away from sensitive conversations such as personal health, mental health and politics.
OpenAI says its system picks an ad using the context of the current conversation, the ad's landing page, title and copy, the advertiser's context hints, and, where the user has ad personalisation switched on, signals from their wider ChatGPT history. Among eligible ads it runs a relevance-weighted, second-price auction. Context hints are the closest thing to keywords, and OpenAI is explicit that they are not exact-match keywords and do not guarantee delivery in a given conversation.
Formats a store can run
The standard unit is a chat card: advertiser name, favicon, a headline of 3 to 50 characters, body copy of up to 100 characters, an image of at least 640 by 640 pixels, and a landing page. For a catalogue, product feed campaigns build ads from a product file uploaded as CSV or TXT, from a hosted URL or over SFTP, and render with product images, titles, star ratings, prices and sale prices. Uploaded items expire after two weeks, so a scheduled feed matters more than a one-off upload. OpenAI says feed ads have been among the strongest performers in its programme, which is worth noting as the seller's own claim.
Shopify merchants have a shortcut. On 16 September 2026 OpenAI launched a free ChatGPT Ads app in the Shopify App Store for US merchants, extending it internationally on 23 September, which syncs the catalogue, builds ads from product data and sets up conversion measurement through a Shopify pixel. OpenAI is also testing sponsored agents, a branded conversation that opens after someone clicks an ad, with selected US advertisers only.
Bidding, budgets and billing
There are three objectives. Views buys impressions on a cost-per-thousand basis, Clicks buys on cost per click, and Conversions optimises toward one standard conversion event while billing either per click or, in a beta, per impression. OpenAI's billing page states plainly that ads are not billed per conversion. Inside an ad group you either set a fixed maximum bid or choose Maximize Results and let OpenAI bid within a daily budget.
On price, OpenAI recommends starting Clicks campaigns with a maximum bid of $3 to $5 per click and offers no recommended bid for conversion campaigns. That is a suggested ceiling, not a typical cost, and we are not quoting typical costs because OpenAI's own FAQ says the platform has no performance benchmarks across advertisers or industries yet.
Two budget mechanics catch people out. A daily budget is an average over a seven-day period, so a single day can spend up to twice the figure, capped at seven times it over the week. And spend in Ads Manager can lag by seven to eight hours, while impressions and clicks refresh about every 15 minutes.
The pixel, the Conversions API and the 13 standard events
OpenAI's measurement pixel, loaded as oaiq.min.js, reads a click reference called oppref from the landing page URL and stores it in a first-party cookie, __oppref, for 30 days, alongside a 365-day browser reference in __obref. You then call oaiq("measure", "order_created", ...) when a purchase completes, with the amount in the currency's minor unit, so 8900 means $89.00. The Conversions API does the same from your server with a separate key, but it does not capture oppref for you; you have to store it from the landing URL and send it back. Sending the same order through both, with the same event ID, lets OpenAI deduplicate.
There are 13 standard events: page_viewed, contents_viewed, items_added, checkout_started, order_created, lead_created, registration_completed, appointment_scheduled, subscription_created, trial_started, app_installed, app_opened and custom. The two app events work through the Conversions API only. A store needs the first five, and only a standard event can be a conversion campaign's goal; custom events are for reporting.
Read OpenAI's reports with their rules in mind. Conversions counts click-through results within the configured click window, and the setup the docs walk through uses 30 days. View-through conversions, where available for an account, use a fixed one-day window and appear as a separate campaign metric, and totals may include modelled conversions where OpenAI offers them. When automatic advanced matching is enabled, the pixel also hashes customer details it finds on your pages before sending them, which is another reason to put it behind your consent banner.
Europe: consent comes first
Self-serve access opened in 31 European markets on 31 August 2026, and OpenAI's availability list covers all 27 EU member states plus Iceland, Liechtenstein, Norway and Switzerland. OpenAI's help centre says personalised ads are not initially available in the EEA or Switzerland, and Digiday reported on 18 August that users who do not consent see ads narrowed to the live conversation and a rough location.
For the advertiser, the pixel is the part to get right. It initialises with consent set to true unless you tell it otherwise, so for European visitors you call oaiq("consent", false) before initialising it and switch it to true only after your consent banner records an opt-in; events blocked in the meantime are not replayed. OpenAI's own guidance is to send conversion data only after obtaining all necessary consents where the law requires them.
What stores cannot advertise
OpenAI's ad policies, last updated on 10 September 2026, limit the early programme primarily to household and consumer goods, local services, travel and entertainment, and digital products and education. For stores, the prohibitions that matter are alcoholic drinks above 0.5 percent alcohol, tobacco, e-cigarettes and nicotine products, adult products including sexual health products, counterfeits, gambling, and recreational drugs, though topical CBD without THC can be allowed. Health claims are banned, which rules out diet pills, detox programmes and supplements with unsupported claims sold outside major retailers. Health and financial services ads outside the US are generally prohibited, so a European online pharmacy or insurance broker is out for now. Lingerie and swimwear are allowed in an ordinary fashion context.
How to measure ChatGPT Ads independently
OpenAI lists the reasons its numbers will differ from yours: attribution windows, time zones, consent and cookie conditions, deduplication and modelled conversions. None of that makes its reporting wrong, but it does make it the seller's view. The fix is to count the same clicks in a system that does not share OpenAI's assumptions.
Start with the tags. OpenAI says static UTM parameters added to landing page URLs persist on ad clicks, and its API can set a query string template at campaign, ad group or ad level, with the documented example utm_source=openai&utm_medium=paid&utm_campaign={campaign_id}&utm_content={ad_id}. Use a pattern like that, because ChatGPT already appends utm_source=chatgpt.com to the organic links it cites, and you want paid and unpaid ChatGPT traffic to land in different rows. Then compare like with like. Take the orders your store attributes to utm_source=openai over a 30-day window, set them against OpenAI's reported conversions for the same campaigns and dates, and divide your own attributed revenue by the spend shown in Ads Manager. A gap is normal; a gap that keeps growing is the thing to investigate. Where Arktis fits, and where it does not
Arktis is the product we build, so weigh this accordingly. It captures UTM parameters and ad click identifiers when a visitor lands, keeps them against that visitor across sessions, and matches Shopify orders to a visitor on email or on the UTM tags of a recent visit, or Stripe customers through a four-pass waterfall. A ChatGPT campaign tagged as above shows up as a paid campaign in the UTM campaign report, with its sessions and conversions. It does not enter the attribution model comparison, which covers visits that carried an ad click identifier. Organic ChatGPT visits, which arrive tagged chatgpt.com, appear in the AI referrer report as their own source with sessions and conversions. Paid visits tagged utm_source=openai appear there too, as a separate row, so leave that row out when you total organic AI traffic. Data is hosted in the EU by default.
The limits are specific. Arktis does not import ChatGPT Ads spend. You can enter it by hand in the Ads Analytics dashboard as other spend, which counts toward blended return on ad spend, but return on ad spend for a ChatGPT campaign means taking the spend from Ads Manager and running it through the ROAS calculator. It does not read oppref and does not send events to OpenAI's Conversions API, so it cannot feed OpenAI's optimisation. For a conversion-optimised campaign you still need OpenAI's pixel, its Conversions API, the Shopify app, or one of the measurement partners OpenAI lists, which include Triple Whale, Fospha, Hightouch, LiveRamp and WorkMagic.
